Grants to western Texas, southern New Mexico, and northern Mexico nonprofit organizations to improve youth outcomes through out-of-school programs within the funding source’s service area. A letter of intent must be submitted prior to the full application. Preference will be given to programs that focus on disconnected youth, serve youth ages 5-17, offer summer programming, and reach at least 100 new youth.

The service area includes:
- West Texas: El Paso and Hudspeth Counties
- Southern New Mexico: Doña Ana, Luna, and Otero Counties
- Northern Mexico: Ciudad Juárez, Chihuahua

Applicants are encouraged to download and read the IGNITE Strategic Plan found below. IGNITE goals are:
-To improve a range of health outcomes by engaging disconnected youth in the Paso del Norte Region in high-quality programs during out of school hours.
-To provide the Foundation and Community with an opportunity to learn more about disconnected youth.

The Foundation expects that out of school programs will incorporate and strengthen the seven program quality characteristics and maintain focus on increasing connection in the region.

Term of Contract:

The funding cycle is up to twelve months beginning October 1, 2019, but other dates may be proposed.

Additional Eligibility Criteria:

Awards are made generally to qualified nonprofit organizations with a tax-exempt status of 501(c)(3) of the Internal Revenue Code or equivalent status and organized and operated for charitable, educational or religious purposes.

The Paso del Norte Health Foundation (Health Foundation) is bound by a set of priorities and guidelines in the grant-making process. Some of the restrictions include: no unsolicited grant applications, no brick or mortar, and no direct payment for illness treatment services.

The following are generally not funded unless they are part of a more comprehensive and coordinated Health Foundation initiative or otherwise significantly contribute and strategically connected to a Health Foundation Priority Area:
- Biomedical, bench, or basic research
- For-profit organizations
- Capital campaigns; brick and mortar; construction
- Indirect costs on pass-through expenses
- Debt retirement or operating deficits
- Grants to individuals
- Endowments Make up for government funding shortfalls or supplant other funding sources
- Fundraising events Political campaigns or voter registration drives
- Medical bills, medical services/devices, or medication
- Religious purposes
- Lobbying work not impacting the service region
- Programs not matching a priority area
- Unsolicited proposals
- Scholarships or fellowships
- Drives for or provision of supplies, such as: blankets, food, fans, school supplies, and the like.

- Invitations for full proposals announced: May 14, 2019
