Grants of up to $20,000 to Idaho, Oregon, Washington, Montana, California, Nevada, Utah and Wyoming tribes, educational institutions, and tribal organizations for tribal education programs within the funding source’s service area. Funding is intended to support programs for youth that advance science, technology, engineering, and math (STEM), as well as cultural and natural resource management. Grants will also support projects that educate participants about the region's power and transmission systems, and about the funding source's programs and mission.

The Bonneville Power Administration’s Tribal Education Capacity Building Grant program provides funding assistance to strengthen the capacity of tribes, support government-to-government relationships, and increase opportunities for education about the operation of the Federal Columbia River Power System, Federal Columbia River Transmission System or integrated Fish and Wildlife Program. Proposals that include development of science, technology, engineering, and math youth camps, and/or post-secondary school level proposals designed to advance one of the aforementioned purposes, are preferred.

Projects should include how the project will advance participants awareness and understanding of electrical generation and transmission, energy efficiency, hydropower, environmental stewardship of the Columbia River Basin habitat and ecosystems, and cultural resource management.

Number of Grants:

Tribal Affairs anticipates funding between 4-6 grant applications.

Estimated Size of Grant:

Individual grants awarded will not exceed $20,000.

Term of Contract:

Proposed project must be implemented between June 1, 2020 and September 30, 2020. Performance periods cannot be extended.

Grants are awarded on annual basis and do not provide ongoing program funding. Funding cannot be extended.

Additional Eligibility Criteria:

BPA is requesting proposals from federally recognized tribes, tribal organizations and educational institutions serving tribes located within the BPA service territory that support tribal youth education programs in the advancement of science, technology, engineering and math.

BPA’s territory includes Idaho, Oregon, Washington, western Montana and small parts of eastern Montana, California, Nevada, Utah and Wyoming.

Grant applicants will be excluded from consideration if found to be debarred, suspended or otherwise ineligible to receive federal funding.

Pre-Application Information:

Applications will be accepted until December 16, 2019. Please submit via email by the close of business.

Grantees that are recommended for funding by the selection committee will be contacted by February 14, 2020. Grantees will then be contacted by the Contracting Officer Representative to discuss the application, invoicing procedures and coordinate any details needed prior to funding.

Tribes may submit more than one application.
