Grants starting at $3,000 to Canada locally based nonprofit organizations and municipal governments to implement foreign direct investment initiatives. Interested applicants are required to pre-register prior to submitting an application. Funding is intended to support the retention, attraction, and expansion of initiatives that will lead to an increase in exports, innovation, and job creation.

As one of the many tools deployed by the Government of Canada to increase prosperity, the CanExport Community Investments program provides financial support to communities for their foreign direct investment (FDI) initiatives and activities. For the purposes of the program, FDI refers to international businesses establishing or expanding operations in Canada. 


  • To enhance the capability and effectiveness of Canadian communities to attract employment—creating FDI by providing assistance to communities in developing FDI attraction, retention and expansion initiatives.
  • To help build business cases that will make foreign investors aware of the proven advantages of expanding into and within Canada.
  • To encourage and promote the pursuit of excellence in the development of investment programs by allocating funds on the basis of competition that is judged on clear, long-term planning principles and demonstrated cooperation between the private sector and municipal governments.
  • To help Canadian communities become more effective in dealing with FDI aftercare and support for specific foreign investment promotion initiatives.
  • To encourage intergovernmental cooperation, promote partnerships with the private sector and demonstrate federal commitment to encourage FDI and retention.

  • Agrifood: Food Processing
  • Chemicals and plastics
  • Information and Communication Technology: Digital media, software, wireless communications
  • Life Science: Biopharmaceuticals, medical devices
  • Services: Business services, financial services
  • Clean Technologies: Renewable-energy technologies, environmental technologies

Contributions range from $3,000 to $500,000.

Term of Contract:

Agreements are made for a one-year period, from January 1 to December 31. Funded activities may begin as early as January 1 and must be completed by December 31, 2020.

Additional Eligibility Criteria:

Eligible recipients are Canadian communities and non-profit, locally based organizations seeking to attract, retain or expand foreign direct investment (FDI).

Please note that the program supports non-profit partnerships at the local community level. Municipal governments can be found under the Canadian non-profit-making type of organization.

Please note also that eligible recipients must be incorporated (legal entities) and able to enter into legally binding agreements.

The adjudication committees may support the provision of a contribution to a community or not-for profit organization acting as a third party or intermediary on behalf of a number of eligible communities.

Specifically excluded as eligible recipients are departments, agencies, Crown corporations and other organizations at the federal or provincial level.

The program does not fund initiatives related to mergers and acquisitions, investments from other parts of Canada, trade or export.

Pre-Application Information:

The program will be accepting applications for 2020 projects between September 4 and October 16, 2019 closing at 13:00 pm Ottawa time (EDT).

The Adjudication process usually takes place once per year in November, after conclusion of the application period. Applications are evaluated by the adjudication committee by January.

The first step of the new process is to register your organization in the portal. You are encouraged to register as soon as possible if you are intending to submit an application for funding to the program, as it may take a few days for your registration to be confirmed and you will not be able to access the application form until registration is complete.

The program provides reimbursement of up to 50 percent of eligible expenses. Organizations may apply for and receive funding from other sources. There are no restrictions on amounts that may be received from provincial or municipal levels of government or from the private sector. If a community accesses other federal government support, the total federal support cannot exceed 50 percent of eligible expenses associated with the activities funded by the program. (Federal support received for activities and initiatives unrelated to the activities funded by the program do not affect the amount of the contribution.)

Should additional funding be available in the course of the year, successful recipients will be invited to submit additional projects through the online system.

Recipients must complete and pay for the authorized activities before submitting a claim to receive funds.
